Dalit student’s scholarship closed in Bihar

Senior Bharatiya Janata Party (BJP) leader and Deputy Chief Minister of Bihar Sushil Kumar Modi on Saturday alleged that the government stopped the post-matriculate (post-matriculation) scholarship of the Dalit and tribal students. Modi has alleged that in the current financial year, even a single Dalit student has not been paid a pre-matric scholarship in the name of not having Aadhaar card.

The BJP leader told reporters in Patna, “The government had decided to set up a three-member committee for four months to investigate the irregularities in the payment of the pre-matric scholarship of the Dalits, but in most of the districts till now the committee was constituted. The payment of the amount of pre-matric scholarship for the year 2015-16 has been stopped on the pre-completion of the inquiry.

He said, “From the current financial year, the government has made the Aadhar card compulsory for the payment of the pre-matric scholarship of the Dalits, whereas even 6,82,500 Dalit beneficiaries of Class IX and Class 10 do not have even a base card of one lakh. In Magadha division, only 0.77 percent, while in Tirhut region 1.18 and in Patna division, only 6.60 percent beneficiaries have got the base card of Dalit students.

The former Deputy Chief Minister said that the utility certificate has not been given to the central government till the date of 2015-16 for the scholarship amount of 102 crore rupees, while the state government has given the center for the year 2016-17. No proposal has been sent.

CBSE Class 12th Result 2017 delayed, Marks Moderation Policy left CBSE students in limbo

cbse class 12th result 2017

As 11 lakh students are waiting for CBSE Class 12th Result 2017, CBSE is yet to review marks moderation policy. Meanwhile, sources say that CBSE is going to issue a notification on cbse.nic.in and cbseresults.nic.in.

The Delhi High Court order staying scrapping of moderation policy has not only left CBSE students in limbo but also certain state boards which have already declared class XII results.

The CBSE, which has 18,500 affiliated schools, has so far been silent on whether it will challenge the decision or follow it, amid indications that it would move the Supreme Court which may further delay the announcement of results.

CBSE along with 32 other boards had last month agreed to scrap the moderation policy. The HRD Ministry had clarified that the states have the choice to take a call on the issue.

Delhi High Court this week ordered the Central Board of Secondary Education (CBSE) not to go ahead with the scrapping of its moderation policy under which extra marks are awarded for difficult questions or questions errors.

Education boards in Rajasthan, Karnataka, and Punjab have already announced results without spiking marks in the name of “moderation”.

Karnataka, Tamil Nadu, and Haryana have also announced their results, but it is not clear whether they have followed the moderation policy or not.

Ashok Pandey, the chairperson of the National Progressive Schools Conference said, “If CBSE decides to follow the policy, then students from state boards will suffer in undergraduate admissions as they will not meet the cut-offs”.

Punjab School Education Board chairman, S Balbir Singh Dhol, said, “We are just examining the situation and contents of the court order. A decision will be taken soon after wide consultations”.

BL Chaudhury, Rajasthan Board of Secondary Education chairman, said their board never followed the moderation policy.

“We never followed moderation so the CBSE decision is not likely to impact prospects of our students positively or negatively,” he said.

Uttar Pradesh Board, which is yet to announce the results, has said it will follow the CBSE’s decision in this regard.

While students and parents continue to be in a panic mode, Union HRD Minister Prakash Javadekar today assured students there was no reason to worry.

“The results will (out) be on time, there will be no delay. CBSE will make the announcement soon. The students should not worry. Justice will be done to everyone,” he told reporters.

CBSE Class 12th Result 2017 won’t be delayed, students need not worry: Prakash Javadekar

Union HRD Minister Prakash Javadekar on Thursday assured class 12 CBSE students that the result will be declared on time, amid worries that a Delhi High Court order on marks policy could lead to a delay.

The Delhi High Court had ordered the Central Board of Secondary Education (CBSE) not to go ahead with the scrapping of its moderation policy on extra marks and students were anxious that any consequent delay in the result could affect their college admission prospects.

“The results will be on time, there will be no delay.

CBSE will make the announcement soon. The students should not worry. Justice will be done to everyone,” Javadekar told reporters when asked if the result will be delayed.

The CBSE is likely to move the Supreme Court challenging the HC order. However, CBSE officials have not come out with an official word yet.

Under the ‘moderation policy’, grace marks are given to students in exams for difficult questions. It was scrapped last month by the CBSE, a decision termed “irresponsible” by the high court earlier this week.

The HC had said it was unfair to students who had registered for the exam when the policy was still in place.

Sources said that at a high-level meeting on Wednesday chaired by the minister, it was decided that the Board will take legal opinion before deciding on its future course of action.

“Legal opinion was sought and it was decided that the board may challenge the order and results will be announced on basis of the decision,” a source said.

The court had said the decision of the CBSE, which would come into effect from this year, “would have a drastic effect on the students”.

It also asked the board why it cannot implement the change in policy from next year as the results of the 2016-17 exams are expected to be announced in a few days.

The CBSE along with 32 other boards had decided to do away with the marks moderation policy last month.
