Idea, Airtel, Vodafone suffered huge losses after TRAI’s decision to cut IUC

Shares of telecom companies such as Bharti Airtel and Idea Cellular plunged up to 7.4 percent today after Trai reduced mobile interconnection charges (IUC) by more than half to 6 paise a minute.

The scrip of Idea Cellular tumbled 7.4 percent to Rs 76.85, Bharti Airtel tanked 6.25 percent to Rs 370, Reliance Communications dipped 4.21 percent to Rs 19.30 and Tata Teleservices lost 2.53 percent to Rs 6.15 on BSE.

Shares of RIL, however, gained 3.82 percent to Rs 872.10 at its 52-week high.

Telecom regulator Trai yesterday announced slashing of mobile call connection charge by more than half to 6 paise a minute and said no rate will apply from January 1, 2020, a move that may benefit newcomer Reliance Jio.

Mobile companies currently charge 14 paise a minute for allowing a domestic call from a rival operator to terminate on their network. This charge, called Interconnection Usage Charge or IUC, will be 6 paise per minute from October 1, 2017, Trai said in a statement.

Established telecom operators have argued that every call on the network has a cost, and expenses of an incoming call on their network should be borne by the operator from whose network the call has originated.

TRAI issues Regulations on Domestic Termination Charges

Key features of the Regulations are:

  • For Mobile to Mobile, termination charge has been reduced from 14 paisa per minute to 6 paisa per minute w.e.f. 1st October 2017.
  • For other types of calls (such as wireline to mobile, wire-line to wireline and wire-line to mobile) the termination charge would continue to remain zero.
  • From 1st January 2020 onwards the termination charge for all types
    of domestic calls shall be zero.

Airtel, Vodafone dismayed by TRAI’s decision

Vodafone, the country’s second-largest operators in terms of the number of subscribers, has termed the Trai’s decision as “retrograde regulatory measure”.

The incumbent operator in a statement alleged that the move will significantly benefit new entrant (Jio) alone and would adversely affect the rest of the industry.

Airtel said, “The suggested IUC rate, which has been arrived at in a completely non-transparent fashion, benefits only one operator which enjoys a huge traffic asymmetry in its favor.”

Expressing disappointment at the new regulations, Airtel said the industry is facing severe financial stress and the cut in the interconnection usage charges (IUC) will “further worsen” the situation.

The comments come in response to the telecom regulator yesterday announcing cut in mobile call connection charges to six paise a minute, and a complete phasing out of these rates from January 1, 2020, a move that will benefit newcomer Reliance Jio and deal a blow to established players.

“As part of an industry, which continues to be a critical driving force behind the economic growth in the country, we are genuinely dismayed by this decision,” said Airtel, India’s largest telecom operator.

Last night, Vodafone had expressed dismay at TRAI’s latest decision and had claimed that the “retrograde” measure, unless mitigated, will have serious consequences for investment in rural coverage and government’s vision of Digital India.

Under the agreement, BSNL will expand Speedpay wallet services in Punjab, Chandigarh(UT), Haryana, Jammu and Kashmir, Himachal Pradesh, Uttar Pradesh, Bihar, West Bengal, Jharkhand, and Uttarakhand.

“The reach of SpeedPay wallet service under this partnership will increase to northern and eastern states. SpeedPay wallet is also an ideal medium for government’s direct benefit transfer program, to ensure quick and direct payment of subsidies to the citizens,” BSNL Chairman and Managing Director Anupam Shrivastava said.

A senior BSNL officer said that retailers and agents associated with the telecom firm and PNB will be brought into the loop for providing Speedpay services. In another move towards a cashless economy, Mobikwik partners NHAI to allow users pay the toll using m-wallet.

“Both the company jointly have around 20 lakh retailers and agents across the country. We will be able to provide services in tier 2 and 3 cities where wallets of private companies have not been able to expand their reach,” the officer who did not wish to be named said.

PNB Executive Director R S Sangapure said that the BSNL- PNB partnership for SpeedPay business wallet will add to the digital footprints and supplement the digitalization drive of the government for promoting a cashless economy.
